Summary:

The U.S. Mission in Sao Paulo is seeking eligible and qualified applicants for the position of Project Management Specialist (Private Sector Engagement and Partnership Development) in theUnited States Agency for International Development (USAID).

Duties

BASIC FUNCTION OF POSITION
The incumbent serves as the Private Sector Engagement Specialist (PSE Specialist) supporting achievement of USAID objectives in Brazil and serving as an advisor and expert on PSE-related approaches for sustainable economic development programming in the Amazon region. The incumbent is a project manager for key strategic PSE partnerships, including serving where appropriate as an AOR or Activity Manager. The incumbent is responsible for the development, management and implementation of private sector engagement networks such as Mais Unidos Group and the Partnership Platform for the Amazon (PPA), aiming to learn and understand how USAID and the private sector can jointly collaborate and engage in co-creating and co-investing in programs and projects. The incumbent is also responsible for effective interface and coordination with USAID/Washington and other USAID Operating Units, as well as with other U.S. Embassy interagency offices in furtherance of USG objectives and USAID-funded initiatives in Brazil, and to promote best practices and learning about PSE approaches to sustainable economic development. As a strategic and technical advisor, the PSE Specialist provides thought leadership and management to USAID/Brazil on private sector engagement, development innovation and impact investment as they further USAID development objectives in Brazil. S/he supports the Mission’s efforts in the formulation and administration of private sector engagement and partnership development in Brazil, assessing local technical, economic, social, legislative and political trends that impact the selection of USAID/Brazil activities and the formulation and monitoring of programs designed and project development and implementation to achieve development results in coordination with the Mission Director, Environment Office Director and the Program Office. The incumbent provides technical and strategic leadership at all levels from policy analysis to program design in development and implementing sound approaches to PSE that support USAID objectives.

Qualifications and Evaluations

Requirements:

Post Entry Training:On-the-job training and training courses required to be AOR/COR certified. Additional in-person training courses depending on Mission needs, budget and available space but would include project design, project management, and financial management.

Education Requirements:

Education:A Master’s Degree or equivalent in Economics, Development Policy, Investment/Finance, Economic and Social development, Law, Public or Business administration or a closely related field is required.

Evaluations:

Applications that do not meet the required minimum qualifications will not be scored. Candidates meeting the required qualifications for the position will be evaluated based on information presented in the application. USAID reserves the right to conduct interviews with the top ranked short-listed candidates. If the interview is conducted, the interview will be one of the determining factors in the final selection.

Qualifications:

Experience: Progressively responsible, professional-level job-related experience is required. Experience must include substantial international development work, and management of program/project/activity teams or implementers. Experience working in development economics or business, impact investing, blended finance and/or collective action platforms. Experience working on Amazon issues including engagement with traditional Amazon communities (riverine, Indigenous, Quilombola), civil society, the government, and the private sector. Experience in project management, coordination and/or team management required.

Job Knowledge:Must have demonstrated capacity to develop an understanding of the Brazilian development context and in particular, environmental policy and programs. Incumbent must have advanced knowledge about private sector partnerships in the development context, including understanding of the wide range of approaches for donor-private sector collaboration from corporate social responsibility to joint financing and innovative partnership models including uses of blended finance. S/he should possess strong analytical skills and ability to communicate technical information clearly to a variety of audiences and develop appropriate messages. Good understanding of a range of topics related to governance, institutional strengthening, and social inclusion. A thorough knowledge of the economic and social issues affecting Brazil’s overall development, especially in the Amazon region, is also required. Good knowledge or the ability to acquire such knowledge of USG and Brazilian related legislation. Good knowledge of USAID policies and regulations and program management as they relate to these key sectors, or an ability to develop this knowledge quickly. A practical knowledge of the implementation of projects in this sector and their associated regulatory aspects.

Skills and Abilities: (This may be tested)

The work requires the ability to think strategically in driving the programmatic vision for the Mission, develop and maintain contacts with private sector leaders, high-level officials of GoB institutions, and leadership of civil society, academia, donor entities and other key stakeholders. The Specialist must be sensitive to host-country priorities and be able to negotiate with counterparts to facilitate and ensure compliance with GoB commitments and USAID policy requirements. The Specialist must be able to collect and present facts and recommendations in a clear, concise manner, both orally and in writing; make decisions on the results of analysis done by others as to what actions need to be taken to achieve USAID objectives; and assure such action is taken by those responsible be they implementing partners (IPs) or others within the Mission. Must have strong interpersonal skills within a multidisciplinary and multi-cultural team environment. Strong verbal communication skills are required to explain and interpret GoB attitudes and or private sector priorities, and concerns to USAID officials, and to negotiate plans and resolve implementation issues with appropriate GoB organizations, private sector, technical advisors, IPs, counterparts, and peers. Excellent writing skills are required to prepare regular and ad hoc reports, documentation, briefing papers, and other written materials. The ability to work effectively individually and as a member in a team environment, and to achieve consensus on policy, program/project/activity, and administrative matters is necessary. S/he should have or be prepared to learn strong supervision/management skills. The work requires good computer skills to manage activity goals and achievements, both technical and financial.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Sao Paulo, Brazil, may receive a compensation package that may include health, separation, and other benefits.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
